The water crisis affects all regions; The usable fraction has decreased drastically and the management of water on political-administrative boundaries is insufficient to contain this problem. The focus of this work is clearly different. The author proposes to evaluate these problems as a nested system based on basins, for which begins with climate as the environmental variable of the highest order, and makes his observations taking as a research tool the water balance. With this objective, he has developed an update to the Thornthwaite climate classification system, in a pilot study on the Apulo river basin, in Colombia. The work carried out here brings the 1948 method to the digital era and develops a new semiautomatic workflow with free and open source geographic information systems: GRASS and QGIS, covering all phases of the process.
