Geografía del circuito productivo de las sustancias psicoactivas ilícitas (SPI). Globalización, actores y multiescalaridad

Abstract

La producción, el tráfico y el consumo de sustancias psicoactivas ilícitas (SPI) constituyen en los albores del siglo XXI un fenómeno y una problemática de alcance e implicancias globales, con soluciones que aún no se avizoran en el contexto mundial. Indagar sobre el circuito productivo de las SPI resulta una cuestión compleja, multidimensional y de marcada multiescalaridad y multiterritorialidad. El objetivo principal del artículo consiste en evidenciar la multiescalaridad espacial y temporal del circuito de las SPI, determinando el flujo relacional entre lo global y lo local. Se utilizaron fuentes cuantitativas y cualitativas, primarias y secundarias, para ilustrar integralmente sus causas, su estado y sus efectos a nivel glocal. Los resultados conforman una aproximación, desde el enfoque de los estudios globales, a los espacios donde se llevan a cabo diferentes etapas de la actividad ilícita. Se evidencian relaciones económicas, sociales y políticas, al igual que las dinámicas multiescalares de un fenómeno complejo y multifacético.

The production, trafficking and consumption of illicit psychoactive substances (IPS) constitute, at the dawn of the 21st century, a phenomenon and a problem of global scope and implications with solutions that are not yet found. Investigating the productive circuit of CPS is a complex, multidimensional and markedly multiscalar and multiterritorial issue. The main objective of this article is to show the spatial and temporal multiscalarity of the CPS circuit, determining the relational flow between the global and the local. Quantitative and qualitative sources are used, both primary and secondary, to illustrate integrally its causes, its state and its effects at a glocal level. The results, from the approach of global studies, reveal the spaces where different stages of this illicit activity are carried out. The investigation evidences the economic, social and political relations involved in a complex and multifaceted phenomenon, as well as the multiscale dynamics of it.
