Análisis de la relación del mercado laboral y la persistencia de la baja cobertura del Sistema General de Pensiones en Colombia, 1993-2018

Abstract

The colombian pension system has presented different problems over time, one of these, which is transversal to the others and currently critical, refers to the low levels of coverage, which is finally the variable that determines the functionality of any pension system. With Law 100 in 1993, the General Pension System was created, where individual capitalization regimes were opened in this way it was, thought to increase coverage. However, the structural conditions of the colombian economy (and in particular way: the labor market) that have not allowed more people to be included effectively after 25 years of reform. For this reason, the present monograph analyzed the relationship between the General Pension System and the labor market, finding some key elements and discarding others. It was found, for example, that informality, being a more institutional than structural problem, is more closely related to the pension system than unemployment. On the other hand, it was observed that there is no relationship between wage growth in real terms and higher levels of informality, although the relationship exists when reviewing non-salary costs (NSC), an issue that puts on the table a hot topic of discussion and It is the partial dismantling of the social work contract and the precariousness of the workers

El sistema pensional colombiano ha presentado diferentes problemáticas a través del tiempo, una de estas, que es transversal a las demás y crítica en la actualidad, se refiere a los bajos niveles de cobertura, que finalmente es la variable que determina la funcionalidad de cualquier sistema pensional. Con la Ley 100 en 1993 se configuró el Sistema General de Pensiones, en donde se dio apertura a los regímenes de capitalización individual pensando en que de esta forma se podrían lograr niveles de cobertura mucho más altos, sin embargo, las condiciones estructurales propias de la economía colombiana, y en particular el mercado laboral, no han permitido incluir a más personas de forma efectiva tras 25 años de reforma. Por tal razón la presente monografía analizó la relación entre el Sistema General de Pensiones y el mercado laboral, encontrando algunos elementos claves y descartando otros. Se encontró, por ejemplo, que la informalidad, siendo un problema más institucional que estructural, se halla en mayor relación con la vinculación al sistema pensional que el desempleo. Por otra parte, se observó que no existe relación entre el crecimiento salarial en términos reales y mayores niveles de informalidad, aunque la relación sí existe al revisar los costos no salariales (CNS), cuestión que pone sobre la mesa un tema de discusión álgido y es el desmonte parcial del contrato social de trabajo y la precarización de los trabajadores.
