Merida (Venezuela) is a city with 245,492 inhabitants, whose main economic activities are constituted by administrative, educative, medical, touristic and commercial services. The city is located in the valley of the Chama River, in the Merida mountain range and in an altitude of 1650 masl in front of the Pico Bolivar, which is the highest peak of the country. This physiographic characteristic has given to the city a very high landscape value and climate comfort, what has become to the city in an important touristic center known national and internationally. Other important activity of the city is referred to the university services, because here was founded in 1785 the Universidad de Los Andes, which is in nowadays one of the most important of the country with about 50,000 students. In spite of these conditions, as well as the history of the city, known as a main cultural center in Venezuela, Mérida presents since some decades an environmental and public health problematic related with a deficient management of its solid waste, which has been increased in the last two years. In this work several causes of this problematic are discussed, which are of technical, legal, institutional and political source, as well as its negatives consequences in the urban dynamic of the city.
